Adds an implementation to the stubbed-out method
gettextextenton the backend. Will return a list of [xmin, xmax, ymin, ymax] coordinates for each string in thetexttablein VCS coordinates (0-1). Also adds a test, with matching testdata at CDAT/uvcdat-testdata#147
