Update python3

Code was never updated for python 3.

• Update code from python 2 to 3
• Build new conda package

Hai,

conda install -c cdat xmgrace

After installing xmgrace inside cdat8.2.1 via conda, it gives following error.

I hope it will be resolved in the next update/upgrade of cdat.
