The two NEW-marker placeholders in ROADMAP_TO_V4.md (deterministic ALM topology + recursive trust bootstrap) are now filed as concrete tracking issues. The four-piece v3.10.0 holonomic substrate bundle is fully scoped: #134 (swarm rarity), #135 (WholenessWitness), #136 (deterministic ALM), #137 (recursive trust bootstrap).
