feat: Redesign of data and state pages

Redesigns the data page, adds cards to the individual state pages, and adds sub-pages for history about specific parts of state data with mobile-friendly table layouts.

• Fix merge issues
• Fix State’s last reported update time: ET with no date (1)
• Add note to PCR card this might be larger than the total number of tests, due to difference in units (2)

• Change "Last reported update time" to "Our dataset was last updated at"
• the screenshots aren't in chron order on the preview,
• definition pane covers content in tablet viewports
• screenshot times get cut off at table breakpoint
• The order (top to bottom) of the definitions for the hosp. card doesn't align with the order of the definitions in the card
• for PCR tests, the datapoint label uses the language "in test encounters" / "in specimens," while the definitions just say "test encounters" / "specimens" - remove the "IN"
• Remove unused CRDT graphql queries from state and data page
• fix extra space on side of data page in mobile
