Use case "Mettre à jour avec Ara" is missing

Once the declaration is published, a box should appear on the Audit section so the user can add a new Ara link. It could be nice to have it for the tests.

@rinnaaza Yes, for any declaration that had been published (because, even if the user use Albert to create the declaration, he can update it from Ara after a few years, for example)
