Albert wrong decimal format

Describe the bug
When Albert is retrieving a taux with decimal values, it can retrieve 42,2% instead of 42.2%, and then put it in the number decimal field, which will be un-validable

To Reproduce
Steps to reproduce the behavior:

1. Generate declaration with albert
2. Use url https://www.ecologie.gouv.fr/accessibilite/declaration-daccessibilite-du-site-ecologiegouvfr#resultats-des-tests-1

Expected behavior
Parse Albert response to avoid this
