[tests] fixing redhat spec. [redhat] use remote_file for compatibility with older puppets. [metadata] updating metadata.json with new dependency [redhat] checksum unsupported in older puppets.
[ci] pin stdlib to 4.12.0 - HEAD is breaking things.
