Request Description

This issue asks whether Arkouda can/should be included as part of E4S. Arkouda is somewhat unusual in that it involves two Spack packages (arkouda and py-arkouda), one for the Python client (to be run on a laptop/desktop/login node) and a Chapel server (typically run on a supercomputer, but it can also be run on the same laptop/desktop/login node).
