Not sure if this is a categorization issue, but i feel like you can do a lot more with dd if you're more creative.
Yes, there's file read/write, but if it already has permissions for your block devices (well.... so cat would be equally dangerous here then), it can lead to privilege escalations (find the correct bit in the filesystem representation to enable setuid for a particular executable) and even reinstalling the OS.
