Missing "Approved" and "Published" checkboxes?

Actual Behavior

Missiing checkboxes

This not an isolated issue. Some other colleagues here noted the same behaviour.
This problem impacts directly on advanced metadata management, and affects the publish process via geonode frontend.

Steps to Reproduce the Problem

1. Load data as admin or any role who can upload datasets or documents
2. Go to "Settings" tab
