Release 6.10: Deploy release on dataverse.harvard.edu

Current list of what's included in the prod. 6.10.1 custom build that will be deployed:

• (critical for the SPA rollout): Fixes for guestbook edge case errors dataverse#12279;
• (needed to run mass DataCite updates): Switching to the DataCite REST API for retrieving registration metadata  dataverse#12270;
• Globus patch - no need to lock the dataset while an upload is in progress, when tasks are monitored asynchronously. dataverse#11971;
• A dedicated rate-limiting command for the File page dataverse#11366;
• Storage quotas patch: Minor/cosmetic improvements dataverse#11988;
• local mods Local HDV customizaions, per requests from curation etc.  dataverse#12147;
• local, experimental Experimental: build the application without using findDeep() methods dataverse#12148;
• local, experimental Experimental: ignore non-explicit groups (IP groups, specifically) when making solr queries  dataverse#12149;
  The following PRs that were previously deployed at HDV as part of the 6.9 custom patch are now in 6.10.1 and no longer need to be patched in:
• Improve Permission Indexing Performance dataverse#12082;
• Add logo/thumb type checks dataverse#12136;
• Harvesting client improvements: configurable delay between GetRecord calls; a fix for a problem with long-running DataCite harvests dataverse#11486;

Candidates for inclusion into the build 2 of our mutant 6.10.1:

• Customize the "Publishing" disclaimer message. Add support for multi line and links dataverse#12223;

I am going to close the issue, since 6.10.1 has been deployed.
I will open a new issue for the remaining step - upgrading the jdk to 21.
I will keep track the consecutive local builds and deployments in the "ongoing devops" issues.
