Add feature: Curation Status Label to HDV production

We'd like to add the Curation Status Label feature and customize the attributes for HDV

This should be added to the HDV root (could be a good tool to promote for paid service to sub collections, like journals)

We discussed this today during the prioritization meeting and tried to determine how this feature would impact production and subcollections. One idea was to create feature-based collections, so users could be directed when they want to use a particular feature that isn't available at the root level. Users can create a subcollection within a feature-supported collection and customize it as usual.

We discussed this workflow in the context of Indigenous data support. For example, a managed collection could have the Local Contexts metadata block enabled, and permissions could be granted to a specific group to create subcollections within it in order to use that block.

We also discussed the possibility of having the curation status collection open to anyone who wants to create a collection with that feature enabled and self-publish.
