Version Notes tab visible when version notes are not enabled

What steps does it take to reproduce the issue?

View Versions Tab on Dataset page in installation that does not have Version Notes enabled. Even though there is nothing to display the Version Note tab is visible

• What happens?

• To whom does it occur (all users, curators, superusers)?
  all

• What did you expect to happen?
  if version notes have not been enabled, the column should be hidden.
