What steps does it take to reproduce the issue?
Create an anonymous PreviewURL for a dataset that has files in it. Copy the URL and open it while not logged in. On the dataset page, the name of the collection (dataverse) is withheld, but when you click on a file, the collection name is visible again.

the collection name(s) should be withheld as well on the file page(s).
Which version of Dataverse are you using?
This occurred in version 6.5 and I could also replicate this on demo.dataverse.org (v 6.6).
