Add new APIs to GET a template, and DELETE a template

Overview of the Feature Request
For existing apis, we have DELETE /admin/template/{id} and GET /admin/templates/{alias}. Similarly, SPA also need them for regular users, not only under /admin path.

• DELETE /template/{id}
• GET /templates/{alias or id}

Under /dataverses/ we already have a get for all of the templates within that dataverse collection. I will add the delete here. Do we need an update template endpoint?
