Solr 10.0.0 is out and we should update at some point. There aren't big changes going from 9.3 to 9.10 (QDR has been running 9.10 for a while) but 10.0.0 is has significant changes.
FWIW, at QDR I have done some work to update to use solrj and the new Java classes, but my first attempt to set up Solr itself, in the cloud config they now recommend even for local solr instances, the config is significantly different and, after my first attempt to index and search, search as at least 10x slower than before (which presumably is a config or resource issue, not a fundamental issue with solr.). So - this is probably a bigger size than our normal solr version update tasks.
