create the TrafficSensor documentation as GitHub pages

that will be official documentation place. This way can be seen from any web browser and is under revision control. As most of JdeRobot tools we use Jekyll themes for the GitHub Pages, Minimal-mistakes theme in particular.

A nice example of JdeRobot software using Jekyll Themes and Minimal-mistakes is RoboticsAcademy. The source code can be seen here and the result, a nice webpage, here

The initial release should include:
1.- description of the tool
2.- block diagram, to better understanding of the code
3.- installation instructions
