🚀 Feature: TypeScript 6 support

Overview

Typescript 6 has been released, with lots of changes!

Some of them break APIs in ts-api-utils (isStrictCompilerOptionEnabled, for example, due to new default for strict)

I noticed that when working on typescript-eslint/typescript-eslint#12124

I think it's not a blocker, since I can set strict explicitly

@JoshuaKGoldberg We probably want to add any required changes for this to the v3 release before it goes out.

I'm not sure whether ts-eslint wants to make ts 6 support a breaking change or not (@JoshuaKGoldberg will probably know),
If it's not gonna be a breaking change, maybe we could backport ts-api-utis' ts 6 support to v2 as well?

I agree it would be good to have a release of v2 with TS 6 support for the sake of supporting typescript-eslint (which can't upgrade to v3 without a major version due to v3's new minimum requirements, particularly require(ESM))

Hopefully there aren't any other big changes? 🤞 No tests failed when I upgraded locally to TS 6. It's easy enough to add a version check in the implementation for isStrictCompilerOptionEnabled

I think we could release #873 as is? The weird thing is that TS 6 isn't released yet (it's just a pre-release for now) so maybe it's ok if we don't bother including TS 6 in the test matrix until it's properly released?
