ci: update what checks are required for PRs

@JoshuaKGoldberg could you update these settings manually in the repo settings? Then #547 should automerge. This PR can then be merged after that. I'll then rebase #531 and #535 off the latest main (#535's CI should then start passing after that).

Edit: I was able to bypass requiring you to make those changes by running the workflow manually.
