Governance doc is needed to meet OpenSSF silver badge requirements

To earn a silver badge from the OpenSSF (as part of the LFAI requirements), the project needs to have a governance doc in the repo like the one OpenLineage has. This is also needed for the LFAI Graduation slide deck. It should contain info such as a charter and TSC.
