#686 Fit Timewindow to Current Range and other TimeUI Changes

Closes #686

• Play section turned into a popover
• New "Fit Time to Time-Window" button on right-hand side
• New "Fit Time-Window to Time" button on right-hand side
• When fitting the time range to a draw feature's time extent, now also pans to that time extent
• Dragging/Panning the timeline is perfectly aligns with mouse position now (no over or under panning)
• New Shift/Interval mode
• Fixed bug where Play would wrongly use the end time to requery instead of the current time
• In Play mode, the region of animation is highlighted
• Fixed an issue with a timezone offset
• Fixed an issue when switching back to range mode form point mode
