Draw great circle lines with Measure Tool

Purpose

• The Measure Tool draw will draw great circle lines instead of a straight line on the map

Proposed Changes

• Adds PolyMeasure library to draw great circle lines including the rubberband line
• Small updates to round meters to two digits

Issues

Resolves:

• [Bug]: Measure tool draws a straight line on the map instead of following great circle route #660
• Great Circle line doesn't appear if a DEM isn't defined. #52
• Measure Tool Great Circle Line draws across map when near dateline. #54

Testing

• Tested new Measure Tool with Earth DEMs
• Works with Measure Tool options Segment/Continuous/Continuous Color and Line of Sight
• Remaining known issues in Measure Tool doesn't work crossing the dateline. #53: profiles aren't drawn and line colors won't change when crossing dateline or if no DEM
