Container Build Size Optimization

The size of our built containers should be optimized. Several of our built containers seem much larger than they should be.

At a minimum, all commands should clean up after their package managers. For those using dnf, any dnf install command should be followed by dnf clean all within the same RUN command for an optimal build.

There is a better pattern to use a cache mount for the RUN so that the temporary files never see the image and also that they will be cached to make later builds on the same host faster.

There are a few examples of this currently but every use of dnf should use this pattern.
