Phoenix Editor - Lint and autocomplete SeqN input parameter types and local variable types

Sequence input parameters and local vars are allowed to be defined with invalid types. This should present an error to the user.

We should also show the user the allowed types.

Psyche's adaptation needs to be updated to support the new @LOCALS_BEGIN block format and also add type linting for the existing @LOCALS format.
