Update CHMO PURL targets and metadata

This PR updates the targets of the CHMO PURLs after CHMO was migrated to an ODK setup.
It partially fixes rsc-ontology/rsc-cmo#39 with regard to make the versionIRI resolvable, since I just made a CHMO release.

It looks good, but James Overton will double-check and approve it if everything is good.

Please add a test for the release entry, like this:
