L'ho provata e il nuovo menu "Natura esenzione" non si vede sotto "Fiscalità italiana".
Ho fatto qualche prova e mi sembra che non siano proprio supportati più di due livelli di sottomenu, ma non ho trovato nessun riferimento; puoi verificare?

Aperta issue a Odoo per chiarire: odoo/odoo#105609
