Within the LLAMOSC framework (situated in Open Source Sustainability using LLMs), enable the IssueCreatorAgent to dynamically create new issues during the simulation process (via an option to "Continue Simulation" on frontend or via letting LLM decide).

Thank you for the effort @riteshh-thakur and for the critical feedback @quirky-blu.
While this PR provides a basic functional addition, I want to clarify that for GSoC purposes, we are looking for much more than quick code additions. This feature should be treated as a core architectural expansion focused on Open Source Sustainability metrics, rather than just a simple "Yes/No" decision loop.
For potential GSoC contributors, this is a key idea to focus on in your proposals. A successful implementation must:

• Move Beyond Basic Metrics: Instead of simple counters, the LLM should evaluate actual repository health and code context to decide if an issue is necessary.
• Impact Sustainability: The logic must be research-backed—specifically addressing how dynamic issue creation contributes to long-term project sustainability and contributor retention.
• Robust Architecture: Use structured outputs (like JSON) and reasoning chains to ensure the "IssueCreatorAgent" acts as a strategic maintainer, not just a random generator.

I encourage applicants to use the thoughts presented above to form ideas and start researching to be able to write in-depth proposals that bridge real-world repository dynamics with advanced agentic simulation.
