Legend updates

TODO:

• Fix setPopupEvetns, it's adding the event listeners too much
• Colors don't come up automatically when being set (legend for advanced coloring scheme isn't set automatically)
• The list of items for line + polygon aren't showing up as two expandable areas.
• Add in time slider for netCDF data
• Add in Raster Layer Color Keys
