Description of Changes
This PR adds an icon selector to the Game Shortcut Creation dialog.
NOTE: On Windows it will only accept
*.icoIcon files.Preview:

Rationale behind Changes
QoL Improvements. So user can directly set one without having to do it manually afterwards if they so desire.
Suggested Testing Steps
Test both Windows and Linux to see if the icon shows up properly.
