This conforms with NetCDF4 change in version 4.9.3 See Unidata/netcdf-c#2911
C99: All identifiers that begin with an underscore and either an
uppercase letter or another underscore are always reserved for any
use.
This replaces all header files that contain, for example
#define _PNETCDF_H
with
#define H_PNETCDF

This is to conform with NetCDF4's header, netcdf.hs, changed in 4.9.3. See Unidata/netcdf-c#2911
