Cutting v3.4.0 surfaced a gap in the release instructions:
gh release create --generate-notesdefaults to the most recent prior tag as the changelog start point, so an existing prerelease (v3.4.0b1) silently truncates the auto-generated PR list to just the commits since the beta. The instructions now require pinning--notes-start-tagto the last stable tag, with a verification step on the resulting compare link.
