It would be great if RE-QDA had be ability to import and export a codebook.
Exemplary implementation: The open source QDA Taguette has implemented codebook import and export.
Import of the codebook in Taguette allows the import of .csv files. Their implementation notes that "The file should have a column for the tag names, called 'name' or 'tag' or 'path'. It can also optionally have a column called 'description'. Other columns are ignored."
Export of the codebook in Taguette allows QDC (XML), Excel, csv, html, docx, pdf.
By the way, the Taguette team (https://www.taguette.org/) are nice people and the QDA seems to have similar goals. Maybe a good idea to get in touch.
