Set up a new project in Arbiter

As a user, I need to be able to set up a new project in Arbiter to support data collection and situational awareness in both connected and disconnected environments.
- [x] Create a new project
- [x] Add a new server (for use in this project and others)
- [x] Add layers from that server to the project
- [x] Create and AOI for that project
- [x] Cache the map tiles and features for the AOI
