Redundant bar labels in some charts

Describe the bug
In the racial disparities section:

There is a legend on every bar but they should only render below the last bar for each section.

To Reproduce
Steps to reproduce the behavior:

1. Go to the racial disparities section
2. Scroll down to see charts

Expected behavior
The legend for the chart should only show up below the last bar.
