Missing axes in time series

Describe the bug
When clicking through from the homepage to the prison page, the historical data chart will be rendered without margins or visible axis labels (aka in "preview" form). Reloading the page resolves the error, which suggests that some UI state is being inadvertently carried over from the homepage.

To Reproduce
Steps to reproduce the behavior:

1. Go to spotlight-staging.recidiviz.org/us-nd
2. Click on "Explore Prison Data"
3. Scroll down to section 3, the time series
4. See error

Expected behavior
The chart is rendered with correct margins and axis labels.

Additional context
Currently affects staging only as the new homepage has not been deployed to prod.
