omnibrowser tools should be registered in the Open menu

But this should not happen in the omnibrowser package because omnibrowser
should work in places that do not have Morphic.

This will probably require adding a Seaside-Squeak-OmniBrowserTools, but
I'm not sure whether it should just add #initialize methods to the browsers
or what (that seems slightly uncool).
