Keep history control buttons visible when scrolling up long history lists

Description

On the history page, when the list of entries is long, and the user scrolls up to see more entries, the control buttons at the top (Sort button + action buttons: Background | Play All | Popup) scroll together with the list and disappear from view.

This can make it inconvenient for users to quickly sort or perform actions, as they have to scroll back to the top to access the buttons.

Suggestion:

Keep these buttons sticky at the top so they remain visible while scrolling through long history lists.

Why this improves User Experience:

1. Reduces the number of times users have to scroll back and forth
2. Makes sorting and actions more efficient and immediate

I’m currently working on #2977 for the history page UI. Both #2977 and #13487 likely touch the same files, and I’ve made quite a few changes in #2977.

Merging either one first might cause some conflicts. Would it be okay to handle #13487 after #2977 is merged?

Hey, I've made a plan about some of the files I'm intending to modify:

In local/history/StatisticsPlaylistFragment.java, I'm modifying two methods:

• initViews
• getListHeaderSupplier

Then I'll be making actual changes to the screen fragment_playlist.xml to add the buttons.

Confirm with me if these are going to impact your work.

I've also noticed from this feature, we could incorporate the same when a user taps on a playlist. Those controls also scroll with the video list and disappear.

I'm happy to make another issue in the same regard for playlist lists.
