This adds a property, "idv.doversioncheck", to allow/disallow IDV version checking. Default behavior is to always perform the check.

This adds a property,
idv.doversioncheck, to allow/disallow IDV version checking. Default behavior is to always perform the check.This approach allows subclasses of
IntegratedDataViewerto simply overrideinitInner()and setidv.doversionchecktofalsebefore calling the IDV'sinitInner().
