I know several HPC places are using the pnetcdf layer, and it's working well.
But it's not being run in the github CI.
@WardF your CI files are a bit beyond my understanding but I have a fix that adds pnetcdf-1.12.3, the latest release, to the parallel dependencies, and builds with parallel for --enable-pnetcdf. This indeed causes the pnetcdf tests to run.
I will put this PR up shortly.
