general metadata recomended and additional metadata sections

To help clean up the interface, it might be nice to have the "recommended" and "additional" metadata sections for the various classes of global metadata to be collapsible, such that only the required sections that are missing values are visible by default.

As an example, we currently make the classes of global metadata collapsible for eTUFF - we would also need to make the recommended and additional sections collapsible under each of those categories.

In this case, the "End Of Mission" class would still be open (because "end details" is not filled out), but the "recommended" and "additional" sections would be collapsible.
