We need to do a basic code review to see enumerate what needs to be done to modernize this code base. We should also review CMakeLists.txt to see how to best modernize that build system. Autotools is well maintained but must also be modernized. The doxygen documentation needs to be reviewed for modernization as well. We should create documents to help us track next steps based on the results of these code reviews, and they should be stored in a new directory, .workplan, in the root of the repository.
