Why this issue exists

The PR was closed because it targeted main instead of dev, but the feature direction itself looks worth discussing separately before any implementation is accepted.

Proposed area

• inject Codex availability/context for ralplan, plan, and ralph flows
• improve Codex critic behavior / prompt shaping

Discussion goals

• clarify the exact product behavior we want
• decide whether this belongs in prompt generation, skill dispatch, critic selection, or multiple layers
• identify contract / compatibility risks across Claude-vs-Codex paths
• define what tests and docs would be required for a follow-up PR
