Should be able to use $(FileSystem).on/off

It's a little confusing that you have to use FileSystem.on()/off() and not $(FileSystem).on()/off() like other Brackets modules. Is it worth retriggering events from the instance on the FileSystem module?

@njx I think the idea was to have the FileSystem module be more independent of Brackets's dependencies, so it could be more easily reused in other projects. Hence using callbacks instead of $.Deferred also.

At the least we should document this better though -- I can put up a PR for that.

I believe we've talked about moving away from jQuery events in the rest of the codebase too (they're not robust to exceptions, and dispatching them is very slow)... but obviously that wouldn't happen for some time.
