Focus not set to inline editor after creating new rule

1. Open citrus completed/index.html
2. Put cursor in one of the nav <a> tags and type class="huge"
3. Put cursor in huge
4. Cmd-E
5. Click New Rule
6. Choose desktop.css

Result: Doesn't set focus to the inline editor so you can start typing the new rule content.

Looks like this broke in 0bbaf7a, which refactored out the DropdownButton stuff. Probably not urgent for sprint 38.

To @peterflynn since I think you did that refactoring, in case you can spot an obvious reason for it. If not, feel free to reassign to me and I can look into it further.
