PreferencesManager.getExtensionPrefs should return an object with consistent API #7442

The API returned by PreferencesManager.getExtensionPrefs is inconsistent with the one that PreferencesManager itself exposes, which is confusing. The most confusing aspect is around get and the available contexts.
