[CEF 1916] Main Window needs close command twice

When there are multiple windows the close command will close the secondary windows but not the main window. The close command must be invoked a second time to get the main window to finally close.

@JeffryBooher Please add a bit more information on this, including steps to reproduce. For example are you in the main window? Is the behavior different than in the current build?

1. run tests
2. click the close button the brackets main window

   secondary window closes but main window remains.
