Disable/enable animations

Using Brackets in a VM on a slow machine the animations become time consuming because of the screen refresh from the VM.

The possibility to disable the animations could overcome that problem.

@dangoor Do we have a recommended strategy for a maintainable way to ensure all animation CSS is disabled by one setting, even as people continue to edit the CSS file an add new animation cases? That part might not be so 'starter'...

It wouldn't be the end of the world if a new animation snuck out into the wild, but that also means we'd have a game of whac-a-mole on our hands where new bugs keep getting filed against this. I agree that we'd only want this with a good way to manage.

I think any fix would have to be isolated to the AnimationUtils code. This might help us discover code that's not using AnimationUtils.

@redmunds I think we have a ton of animation cases that aren't using it -- most animations are done purely in CSS; AnimationUtils is only used when we need to do programmatic work at the ending of the animation. Though I suppose we could implement something like this by forcing all animation to be initiated programmatically via JS...

Another option could be some sort of LESS conditional flag or mixin that would let us turn off all CSS animation properties in bulk -- and then a way to recompile our LESS files on the fly when the setting is changed (or pre-compile separate variants as needed). That would be similar to what we're discussing for light/dark mode...

@peterflynn I was think of #8347, so there seems to be different fixes for these cases.

@redmunds I think the fix @dangoor suggested there would be more around preventing commands from being executed re-entrantly. It's not clear that animation is actually involved in causing #8347 at all (it may have occurred before the panel had an open/close animation too -- with the panel repeatedly popping open/close after the key was held down).

As a workaround, you can add the following styles to brackets.min.css:
