Quick Open dropdown – wrong position

I noticed two bugs on Quick Open dropdown:

1. When no file is open and user selects Navigate → Quick Open, opens dropdown partially top of text field:

This doesn’t occur when using shortcut key (Ctrl-Shift-O).

2. When resizing window, Quick Open dropdown stays horizontally wrong position:

@valtlait The second issue listed is known issue #1157, but the first one I've not heard of before. It doesn't happen for me. Can you try Debug > Reload Without Extensions and see if that makes the problem go away?

For the first issue, I see the list positioned over the bottom highlight border of edit box -- is that supposed to happen? But, it's not positioned over the "Quick Open..." text for me.

@peterflynn This happens although I start Brackets without extensions.

Sometimes the list covers the edit box even more:

the dropdown that should be be just below the quick open field covers the whole field.
after typing any character, the dropdown locates in the proper position.

I sometimes saw the popover being positioned over the text box as well, but I'm not able to consistently repro it. Looks like a race condition.

(To be able to reliably repro some subset of this issue, change the animation duration in brackets.less:1399 to something higher (800ms in my case))

This seems to be something that came in with the new CEF in 1.1. I'll check to see if my pending PR #7227 fixes this...
