Update Getting Started page for Live HTML

@ybayer @kahol We only want to take this change in this sprint if the Live HTML feature is completed, and we probably won't know until the last day. If that happens, we want to have LOC versions ready to go. I am not sure of the process for this, so let me know if I need to do anything else. Thanks.

@caiello @redmunds Topher, is this something you normally handle along with the vendor? Do you send them the whole HTML file or just the portions they need to update? Randy, we can certainly get this translated in advanced, and just not push it in until we know it's needed.

@kahol @caiello The Live HTML will not be part of Sprint 30, so no need to rush translation of this file.

I think it went through okay, although I got some error about "[rejected] master -> master" (a bit new to git).

@kahol The page for French was updated. Should there be an update for Japanese?
