Adds workflow to auto-publish a release to PyPI with the addition of a new tag (Issue #120)
This workflow was tested on my fork using TestPyPI and using a token for TestPyPI added in my fork's secrets.
This version changes the "Publish to PyPI" step to reference a token for PyPI that was added to this repo's secrets. And it uploads to the main PyPI project.
